The Lagos State chapter of the All Progressives Congress (APC) will unveil the manifesto of its 2027 governorship candidate, Dr. Kadri Obafemi Hamzat, on Friday, October 30, 2026, as the party seeks to consolidate the state’s development gains and promote inclusive governance.
The Director-General of the President Bola Ahmed Tinubu–Kadri Obafemi Hamzat (PBAT-KOH) Campaign Council, Senator Musiliu Obanikoro, announced this on Sunday at a press conference held at the campaign office on Sobo Arobiodu Street, Government Reserved Area (GRA), Ikeja, Lagos.
Obanikoro said the manifesto launch would take place at the Wole Soyinka Centre for Culture and Creative Arts, formerly known as the National Arts Theatre, Iganmu, Lagos, between 3 p.m. and 5 p.m., with arrivals scheduled to begin at 11 a.m.
He explained that the event would provide Hamzat with an opportunity to present his vision, policy priorities and development plans for Lagos State ahead of the 2027 governorship election.
According to him, the campaign is anchored on the principles of continued shared progress and inclusivity, with a commitment to building on the state’s achievements while ensuring that no resident is left behind.
“The future of Lagos is too important to be left to chance because the decisions we make today will determine the opportunities available to our children, the strength of our economy, and the quality of life of millions of people who call this state home,” Obanikoro said.
He noted that although Lagos had recorded significant progress over the years, challenges relating to transportation, housing, infrastructure, healthcare, education, security and environmental management remained.
The campaign director-general maintained that addressing these challenges would require experienced leadership, careful planning and practical solutions capable of responding to the demands of the state’s growing population.
With Lagos estimated to have about 25 million residents and limited landmass, he said the state needed a development agenda that would sustain economic growth while improving public services and the living conditions of its people.
Obanikoro also stressed the importance of continuity in governance, noting that successive administrations had contributed to the development of Lagos through investments in infrastructure, transportation, education, healthcare, urban development and economic growth.
He specifically acknowledged the contributions of former governors Bola Ahmed Tinubu, Babatunde Raji Fashola and Akinwunmi Ambode, as well as the incumbent governor, Babajide Sanwo-Olu.

According to him, continuity should not be interpreted as maintaining the status quo but as preserving successful policies, correcting shortcomings and building on existing achievements.
“Continuity is not about doing things the same way simply because they have been done before. It is about protecting what works, correcting what needs improvement and building on existing progress,” he said.
Obanikoro described Hamzat’s professional and political experience as an important asset in the effort to sustain Lagos’ development trajectory.
He noted that Hamzat earned a doctorate in Systems Process Engineering from Cranfield University in England at the age of 28 and worked with international financial institutions, including Merrill Lynch, Morgan Stanley and Citibank in the United States, before entering public service.
The campaign director-general added that Hamzat’s private-sector experience, combined with his service as a commissioner in Lagos State and his current position as deputy governor, had equipped him with an understanding of business, public administration and governance.
He expressed confidence that the governorship candidate would draw on this experience to consolidate existing achievements, address outstanding challenges and improve the delivery of public services across the state.
Highlighting the achievements of the Sanwo-Olu administration, Obanikoro cited the development of the Blue and Red rail lines, road and bridge construction, improvements in schools and hospitals, housing projects, and initiatives supporting businesses, young people and the creative economy.
He said Hamzat, having served as deputy governor, would build on these initiatives while pursuing further improvements in the state’s development.
Campaign promises inclusive governance
Obanikoro said the campaign was focused on the people of Lagos, adding that Hamzat and the campaign council had embarked on consultations with different groups and stakeholders across the state.
Those consulted, he said, included religious leaders, traditional rulers, market women, traders, young people, professionals, artisans, community leaders and other interest groups.
He explained that the consultations were intended to ensure that the aspirations and concerns of residents informed the candidate’s policy priorities.
According to him, Lagos’ diversity requires a governance approach that recognises the contributions of different communities while ensuring equal opportunities for residents, irrespective of religion, ethnicity, gender, social status or place of origin.
He added that the campaign recognised the interests of all residents while respecting and preserving the heritage of the state’s indigenous population.
“Lagos belongs to all of us, for those who call it home, while respecting and preserving the indigenous people of Lagos State,” he said.
Manifesto to be broadcast live
The campaign council invited journalists, APC members, stakeholders and members of the public to participate in the manifesto launch.
However, Obanikoro explained that attendance at the venue would be strictly by invitation because of limited seating capacity.
He said the proceedings would be broadcast live between 3 p.m. and 5 p.m. on Channels Television, ARISE News, TVC, Lagos Television (LTV), News Central and the campaign’s designated digital media platforms.
The broadcast arrangements, he said, would enable Lagosians who could not attend physically to follow the presentation and familiarise themselves with the candidate’s proposals.
Obanikoro further disclosed that arrangements would be made for the manifesto to be available for download after its presentation.
He encouraged residents to study the document and submit constructive comments, suggestions and feedback through appropriate party channels, noting that public participation was essential to developing a policy agenda that reflects the needs of the people.
The campaign director-general said the 2027 governorship contest would provide Lagosians with an opportunity to consider the future direction of the state and the leadership required to sustain its development.
He reaffirmed the campaign’s commitment to shared progress, inclusivity, experience and continued development, urging residents and stakeholders to support its vision for Lagos.
“Our commitment is to move forward, build on our achievements, and work together for a better state,” Obanikoro said.
He concluded with the campaign’s message: “Lagos, let us move forward together.”
