MRA calls on government to take advantage of radio to unite Nigerians

Media Rights Agenda (MRA) has called on Federal and State Governments to take full advantage of the attributes of radio in developing a comprehensive strategy for overcoming the religious, ethnic and other differences that have divided Nigerians and impeded the country’s social, economic and political advancement.

In a statement issued in Lagos to commemorate this year’s World Radio Day, the organisation noted that in Nigeria and elsewhere, radio remained the most powerful medium for reaching diverse communities and urged Government to invest in and support the sector to enhance its effectiveness as a platform for uniting Nigerians across various divides.

In the statement, MRA’s Programme Director, Mr. Ayode Longe, called on Governments in the country to work with radio stations operating in their areas of authority to promote and uphold diversity, both in their newsroom and on the airwaves, consistent with this year’s World Radio Day focus.

He urged stakeholders, particularly Governments and radio stations, to reflect the three main sub-themes of the 2020 World Radio Day in their commemoration initiatives and activities, by:

Ensuring pluralism in the radio sector, by initiating policy interventions and taking other steps that will lead to an adequate and proper mix of public, private and community radio stations in the country;
Encouraging representation in the newsroom of the various diverse groups that exist in the wider society; and
Promoting a diversity of editorial content and programme types that reflect the variety of audiences in the society and respond to their information needs.

Mr Longe said: “Given the size and population of Nigeria; the social, cultural and linguistic diversity of the country, and the fact that among the three tiers of broadcasters, community radios are closest to the people, the current number of community radio stations licensed to operate in Nigeria is grossly inadequate. The Federal Government needs to urgently issue more community radio licenses to enable more Nigerians enjoy the benefits of community radios, especially in rural areas and among the urban poor.”

He also called on the Federal Government to use the occasion of World Radio Day to commit itself to promoting, respecting and defending the rights of Nigerians to freedom of expression and access to information, saying that recent attacks on journalists and other media professionals by government officials, law enforcement, security and intelligence agents have not been in the best interest of the Government itself.

According to Mr. Longe, “The recent arrests and detention of journalists for their professional activities and abuse of legislation such as the Cybercrime Act as well as anti-terrorism and treason laws to suppress media freedom and punish citizens who are critical of the Government or government officials have served no useful purpose. Indeed, all they have succeeded in doing is to alienate the citizens from the government and tarnish the image of the country internationally. This would be a good time for the government to announce a departure from such unhelpful behaviour.”

Proclaimed at the 36th Session of UNESCO’s General Conference in 2011 and unanimously endorsed by the United Nations General Assembly at its 67th session on January 14, 2013 as a UN Day, World Radio Day takes place on February 13 each year. The Day commemorates the establishment of the UN Radio on February 13, 1946 and is now set aside as the day to celebrate radio as a medium to improve international cooperation between broadcasters and to encourage networks and community radios alike to promote access to information, freedom of expression and gender equality over the airwaves.
[10:02 PM, 2/14/2020] Tunde Abatan: Contempt of Court : Court summons Wema Bank Chairman, MD, 4 officials

The presiding Judge of a Federal High Court, Chukwujekwu Aneke, sitting in Lagos south west Nigeria has ordered that Wema bank Plc and its six officials cited for contempt or disobeying the order of the court should appear before it on Monday 17th day of February, 2020. They are to explain why they should not be sent to prison for flagrant disobedience of the extant positive orders of the court.

The affected officials of the bank are: The Managing Director, Ademola Adebise; the Chairman, Babatunde Kasali; Deputy Managing Director, Moruf Oseni; Executive Director, Wole Akinleye; Executive Director, Folake Sanu and the Company Secretary Johnson Lebile.

The order of the court was sequel to two different similar garnishee suits filed before the court by a Lagos lawyer, Chief Ajibola Aribisala, SAN, on behalf of Heritage Bank. The first one against Ondo State Government and the Attorney General of the state, and the second one against Idanre Local Government Universal Basic Education Authority, Ondo State Government and Attorney General of Ondo State.

Heritage Bank having obtained judgement against the two parties at an Ondo state high court in the sum of N1billion out of which N600million has been paid, leaving a balance of about N400million, while the judgement against Idanre Local Government Universal Basic Education Authority is in the sum of N405.4 million.

Heritage Bank then initiated garnishee proceedings against the parties in the two suits.

On 6th of December 2019, the court made the order nisi against Wema bank Plc absolute, attaching the principal judgement sum of N134 million. Wema Bank Plc,thereafter deposed to an affidavit that Ondo State Government has N745 million standing to its credit and same has been attached in compliance with the order of the court. However, the bank refused to comply with the order of the court to pay the money despite the demand made by Chief Aribisala on behalf of Heritage Bank.

However, Wema Bank, in its response letter claimed not to comply with the order of the court based on the Noticd of Appeal and Motion for Stay of Execution filed by the Ondo state Government at the Court of Appeal.

Thereafter, Heritage Bank caused the Registrar to issue form 48, notice of consequence of disobedience of order of the court against the officers of the bank. Still, the order of the court was not obeyed,hence the need for the issuance of form 49 asking the parties cited for contempt to show cause why order of committal should not be made against them.

On the 5th day of February, 2020 when the matter came up for hearing, Chief Ajibola Aribisala, SAN, in his argument and submission before the court contended that it is obvious that parties cited for contempt are not in court and that the court must compel their presence. He then urged the court to issue bench warrant against officials of Wema Bank Plc, cited for contempt to compel them to appear.

However, the counsel for the officials of Wema Bank cited for contempt, Mr Wemimo Ogunde, SAN, contended that the form 49 was filed and served on the parties and before then Wema Bank had already filed an application for stay of execution pending appeal and that the record of appeal had already been entered at the Court of Appeal.

Consequently,after listening to the two parties the court adjourned till 14th February 2020, for ruling.

Justice Aneke in his ruling relating to the two suits said: “The said appeal lodge by the parties cited for contempt has nothing to do with the form 49 served on them for their failure to comply with the order of the court in respect to the order made absolute against Wema Bank Plc .Accordingly, the parties cited for contempt are hereby given 72hours from today till Monday 17th of February, 2020 to appear before the court to explain why committal order would not be made against them for flagrant disobedience of the extant positive orders of the court.”
