   They looked at What he did ,what he is doing not what people say about him You appreciate a leader from the perspective of how his journey took off ,where he is at a point in time and where he is moving to,then match it with the resources at his disposal ,the obstacles and how he manages to overcome them He took of from where oil was more than $100 and federal GOVT could not pay salaries to where oil is less than$50 and even states do pay salaries
