The bout was confirmed on Thursday after years of negotiations between the former two time world champions.
The fight will be broadcast globally on Netflix, with organisers considering a late start to accommodate viewers in the United States.
Joshua and Fury are expected to begin the build up with a press conference in London on September 30.
Saudi boxing promoter Turki Alalshikh confirmed the venue and date on social media.
“For 15 years no one has been able to make this fight,” he said.
“I can now confirm that Fury Vs Joshua will be coming to the UK, as I promised British boxing fans. The time for talking is over.”
The fight had been linked with Wembley Stadium in London and Madison Square Garden in New York before Cardiff was selected.
Anthony Joshua, 36, had wanted the bout to take place in the UK. His promoter, Eddie Hearn, thanked British fans for their support in helping to make the fight happen.
The two fighters last competed in July.
Fury, 37, stopped 46 year old Mariusz Wach in the seventh round in Pattaya, Thailand.
Joshua stopped Albanian heavyweight Kristian Prenga in the second round in Jeddah, Saudi Arabia, after being knocked down twice in the opening round.
The first knockdown came about 20 seconds into the fight before Joshua recovered to secure the victory.
It was Joshua’s first fight since surviving a car crash in Nigeria that killed his friends Sina Ghami and Latif “Latz” Ayodele.
Fury has 36 wins from 39 fights and previously held the WBC, WBO and IBF heavyweight titles.Nigerian music downloads
He lost twice to Oleksandr Usyk in 2024.
Joshua has 30 wins from 34 fights and has previously held the WBO and IBF heavyweight titles. He also lost twice to Usyk in 2021 and 2022.

Hearn has described the Fury fight as an important bout for Joshua’s career.
“There is a desperation to win this fight and this is why sport is the greatest. I’ve never wanted to win a fight so badly,” he said.
The December 11 contest will be the first meeting between Joshua and Fury after years of negotiations over a potential fight.
