Following the National Assembly’s overwhelming passage of the constitutional amendment bills providing for the establishment of state police in Nigeria, the Council of American Peace Advocates (CAPA) has commended President Bola Ahmed Tinubu for initiating the Executive Bill that has culminated in this historic legislative milestone.
Reacting to the development, the Secretary-General of CAPA, Dr. Rhonda Hardee, praised President Tinubu for what she described as a bold and visionary initiative capable of making a significant impact on Nigeria’s security challenges while deepening the country’s federal system of government.
According to Dr. Hardee, President Bola Ahmed Tinubu has continued to venture courageously into constitutional and developmental frontiers that many before him found difficult to navigate.
She noted that one of the most effective ways state governors and their respective Houses of Assembly could complement the President’s forward-looking efforts to banish the nation’s worsening insecurity is by ensuring the swift ratification of the constitutional amendment bills, as required by the Constitution.
The CAPA Secretary-General further observed that although some political parties and vested interests may view the decentralisation of Nigeria’s policing system with skepticism, the advantages of state police far outweigh its potential drawbacks.

She maintained that a robust, carefully structured legal framework, complemented by effective oversight mechanisms, would make the proposed dual policing system a practical and enduring solution to Nigeria’s quest for lasting peace and security.
Dr. Hardee further pointed out that Nigeria could draw valuable lessons from advanced federal democracies such as the United States of America, Canada, and India, where decentralised policing has flourished under strong constitutional safeguards, effective legal frameworks, and sustained financial commitments.
